Carers UK has responded to a green paper on social care in England and Wales and which contains the suggestion, amongst other things, that Attendance Allowance could be moved into local authority care budgets.
What does the Green Paper have to do with me?
Although the Northern Ireland Assembly has the power to make its own decisions about social care, changes such as this would inevitably have an impact on the funding and delivery of social care in Northern Ireland. That is why Carers Northern Ireland, as part of Carers UK, has contributed to the response.
We know that future funding of social care is a huge challenge, so Governments all across the UK must talk about the right way to fund care.
Carers UK has commented on all aspects of the social care debate. As part of the response, we have been very clear about the benefits proposals. Our members are firmly against the transfer of benefits funding to local authority care budgets. We believe that disability benefits, such as Attendance Allowance should be kept as a national entitlement. They represent the most free version of choice and control, as individuals can spend the money entirely as they wish. With a greater move to personalisation, it would be perverse to limit any of this control.
